Revised FEMA Flood Insurance Rate Map is effective (as of February 9, 2026)

The Federal Emergency Management Agency  has issued a revised Flood Insurance Rate map for the Smith Tract area. The map is effective as of February 9, 2026.

What this means:

  • Flood insurance is no longer mandatory.
  • Property owners who have been required to purchase flood insurance: 
    • You are no longer required to purchase flood insurance. (Note: Your lender may continue to require it as a condition of the loan)
    • Contact your lender or loan servicer and ask to speak with a Compliance or Insurance Specialist. Let the specialist know there has been a community wide LOMR (low-mar) that places your property in an X Zone. Reference FEMA LOMR Case No. 25-09-0442P.
    • Many lenders use MyCoverageInfo as a third-party insurance compliance contractor. You can contact them directly at (866) 825-9267.
    • Download FEMA's Letter of Map Revision Determination Document and Revised Flood Insurance Rate Map, AND
    • Provide your lender with a copy of a FEMA FIRMETTE for your property (a Flood Insurance Rate Map specific to your property).
    1.  Navigate to FEMA's Flood Map Viewer : https://msc.fema.gov/portal/search
    2.  Enter your property address and hit "Search"
    3.  Take a screenshot of or print the webpage to a PDF, once the map updates for your property; download and save the screenshot or PDF
    4.  Next, click on the "Dynamic Map" icon to produce a copy of the FIRMETTE for your property; download and save  the document
    5.  Submit both the screenshot/PDF and the FIRMETTE to you lender as evidence of the revised flood map for your property
    •  Submit both the FEMA Letter of Map Revision and the FEMA FIRMETTE to your lender as directed (typically they give you an email address).
    •  If you wish to maintain flood insurance, contact your insurance company about revising your annual premium to reflect the new Flood Insurance Rate Map. Reference FEMA LOMR Case No. 25-09-0442P.

The Smith Canal Gate Project is part of the US Army Corps of Engineers (USACE) Lower San Joaquin River Project and will be part of the State Plan of Flood Control. It includes a floodwall along the San Joaquin River between Dad’s Point and the eastern boundary of the Stockton Golf & Country Club, tying into the existing Federal Emergency Management Agency (FEMA) accredited levee. The floodwall will feature a gate for boat access to Atherton Cove and Smith Canal. The gate will remain open, except during high water and tide events and for periodic testing. Dad’s Point will be raised and strengthened to allow certification as a levee. The Smith Canal Gate Project will meet State and Federal standards for flood protection by isolating Smith Canal from the San Joaquin River during high water and tide events.

Construction began in July 2020.

Project Overview

Project will End Mandatory Flood Insurance and FEMA-Related Building Restrictions

Once FEMA accredits the project, it will “remap” the Smith Canal area to remove the “high risk” flood zone designation. This will eliminate mandatory flood insurance requirements and FEMA-related building restrictions for approximately 5,000 properties, and prevent approximately 3,000 additional properties from being mapped into a high-risk zone. Property owners will be able to purchase flood insurance at low-risk rates. FEMA previously reissued a Conditional Letter of Map Revision, or CLOMR, confirming that the project will provide the required 100-year flood protection, if constructed as designed. Until FEMA has issued new Flood Insurance Rate Maps, properties in a Special Flood Hazard Area (high-risk flood zone) will remain subject to mandatory flood insurance (properties with federally-backed mortgages) and building restrictions (all properties). If you have flood insurance, please check with your insurance provider on costs for policy renewals.
