As the Deputy Executive Director, Glenn supports the Executive Director in implementing SJAFCA’s mission to study, plan and implement flood protection projects, reducing the risk to people, structures and our economy.
Glenn has extensive experience with planning, design, and construction of water resources and flood management projects. Prior to joining SJAFCA, Glenn worked atthe San Joaquin County Department of Public Works where he successfully obtained over $40 M in grant funding in less than four years for various water resource and flood control projects. He also served in leadership capacity as the Secretary to the Greater San Joaquin County Regional Water Coordinating Committee, and staff to various regional entities such as the Eastern San Joaquin Groundwater Authority, and the Advisory Water Commission.
Prior to the County, Glenn was at the City of Modesto for more than 10 years, where he assisted in the development of a $450M Capital Improvement Program and coordinated the construction of various public works projects, totaling more than $50M, including a $10M Industrial Tank Construction Project. Glenn previously served as the vice chairman of the Stanislaus and Tuolumne Rivers Groundwater Basin Association, where he managed several grant projects and ensured compliance with various State requirements. He is an avid hydraulic modeler and planner with experience in urban water/wastewater modeling, floodplain modeling, groundwater modeling, stormwater modeling and SCADA system planning. Glenn also spent more than two years in the private sector, working on several development projects.
Glenn is a California Registered Civil Engineer and has a Master’s degree in Civil Engineering from California State University, Sacramento, with a concentration in water resources and groundwater management.
